The City of Sulphur Springs has a Council-Manager form of Government. There are seven council members who are elected by place and serve three year staggered terms. The Mayor is selected by the members of the council and has the same voting rights as any council member. City Council elections are held the first Saturday in May. The Council meets the first Tuesday of each month at 7:00 P.M. in the council room at the Municipal building, which is located at 125 South Davis Street.

The council appoints a City Manager to serve an indefinite term. The City Manager then appoints the department heads subject to the approval of the City Council. The City Council also appoints the City Secretary and the Municipal Judge.
